欧洲最大难民营大火后成废墟：新冠患者逃离，紧张局势再度升级

一场大火，将希腊莱斯沃斯岛的莫里亚难民营化为废墟。

9日凌晨，莫里亚多个营地附近发现起火点，火势伴随着强风迅速蔓延，将营地烧成灰烬，希腊政府宣布莱斯沃斯岛进入紧急状态。

尽管暂时没有造成人员伤亡，但无数难民的家已经被付之一炬。目前已有数千名难民陆续转移到新营地，还有逾1.2万名难民亟需安置。

无家可归的数千名妇女儿童和老人露宿街头，另有27名新冠患者不知所踪。

然而，因不满政府新的安置计划， 难民与政府冲突仍在不断升级，他们设置大量路障，将前往支援的消防员和医护团队阻挡在岛外，救援工作遭遇重重阻碍。

Two consecutive fires, on September 9th, destroyed the majority of the overcrowded Moria camp, leaving more than 12,000 people without shelter and with little to eat or drink.

More than 12,000 people, most from Africa and Afghanistan, have been sleeping rough since flames swept through the notoriously squalid and overcrowded Moria camp earlier this week. Some residents had COVID-19, raising fears the outbreak could spread.

Police fired teargas at a group of migrants on Saturday on the Greek island of Lesbos, who were protesting against a new camp being set up to replace one destroyed this week by a fire, according to local media.

受地理位置的影响，自2015年欧洲难民潮爆发以来，作为前往欧洲其他国家的中转站，希腊接收了来自中东、非洲等地源源不断的难民。

然而，伴随难民人数不断激增，数个欧洲接收国陆续宣布暂时关闭边界。这些难民只能滞留在莱斯沃斯岛，开始无尽的等待，最终这个仅设计承载3000人的营地，收容了超过1.3万人。

恶劣的生活环境让难民怨言不断，而正常生活受到影响的当地居民也颇有意见，加上为避免疫情扩大，希腊政府对当地施行了严格的封锁。

对移民和隔离政策的双重不满使得民众与政府之间的矛盾不断激化，冲突一触即发。9日难民营发生的火灾，就被怀疑是有人不满隔离措施，故意纵火导致。

Aid organizations and the camp's residents have long been complaining about the conditions in the notoriously overcrowded Moria camp, which has an official capacity of just over 2,750 people. Before it was burnt down Moria was housing more than 12,500 inside and in a spillover tent city that sprang up in an adjacent olive grove.

The situation has led to spiraling tensions, both between those inside the camp and with some local residents who have called for Moria to be shut down.

Moria housed people from Africa, Asia and the Middle East who have fled poverty or conflict in their home countries. The majority arrive on the Greek islands from the nearby Turkish coast.  

Under a 2016 deal between the European Union and Turkey, those arriving on Greek islands would remain there pending either their successful asylum application, or deportation back to Turkey.

A backlog in asylum applications, combined with continued arrivals and few deportations, led to massive overcrowding in Moria and other camps on eastern Aegean islands.

当前，已有一名只有20日大的难民婴儿与母亲被确诊，而这名婴儿在送院前，已经和母亲一起露宿街头3天。

一位政府官员表示，截至目前，被安置在临时帐篷营地中的600名移民里，已有14人经新冠检测呈阳性。

希腊政府11日已向莱斯沃斯岛空运20万个快速检测试剂盒，为岛上的常住居民和难民营居民做新冠病毒检测。世界卫生组织也表示，应希腊当局的要求，该组织将派遣两个紧急医疗队前往莫里亚难民营。

About 600 migrants have so far been resettled in the temporary tent camp, and 14 of them have tested positive for COVID-19, a government official said.

In the chaos following last week's fire, authorities lost sight of 35 people who had tested positive, deepening fears of an outbreak among migrants sleeping closely together without proper sanitation.

Greece is now registering the migrants and testing them for COVID-19 before channeling them into the temporary tent camp, government spokesman Stelios Petsas said, though a police officer said some were refusing to move to the facility.

据悉，欧盟正紧急援助希腊帐篷、毛毯等物资，以缓解希腊政府面临的巨大压力，德法也呼吁欧盟成员国向希腊伸出援手。

德国媒体周一报道称，柏林正在考虑一次性接纳来自莱斯沃斯岛的数千名难民，并希望由欧盟重建和管理莫里亚难民营。

但奥地利总理则表示，奥地利愿意继续为希腊莱斯沃斯岛提供人道主义救助，但不会从莫里亚难民营接收难民。

Germany's Bild newspaper reported on Monday that Berlin is considering taking in thousands of refugees from Lesbos as a one-off gesture and also wants the Moria camp to be rebuilt and run by the European Union.

German Vice Chancellor Olaf Scholz called on Europe to accept more refugees but the difficulty of reaching an accord was underlined by Austrian Chancellor Sebastian Kurz, who ruled out taking more in.
